The Federal Office for Civil Protection and Disaster Assistance has coordinated a German consensus process for a new approach to quality in psycho-social emergency care (PSNV) since 2008. Part of that process is the establishment of leadership functions for psycho-social emergency care in major incidents. The Academy for Crisis Management, Emergency Planning and Civil Protection started a train-the-trainer program for leadership in psycho-social emergency care in 2013. Several other agencies at the level of the federal states have started training programs that are to meet the standards of the consensus process.
FinkA’s research aims at identifying the relevance, utility and practicability of topics and methods in PSNV training and exercises. The project evaluates the new approach in three steps. The first step is the evaluation of the train-the-trainer courses (2013 – 2015). In a second step, we evaluate trainings and exercises for PSNV leaders within several organizations, e.g. fire departments, pastoral care and emergency services. In a third step we will analyze how useful the new approach for the then trained PSNV leaders proves to be during exercises.
Results of the project will be available in 2017 and will be published by the Federal Office for Civil Protection and Disaster Assistance.
